Yes, and on some systems, they appear to have been done even earlier
than that. The fix is extremely simple from a technical point of view.
Testing must have been the issue.

Also - but that is a wild guess here - they might have tried to find a
way to preserve functionality. Or simply taken the time to write
documentation that would have informed their customers of the patch.

Testing and documentation, two things programmers hate, but that had
to be done.
