There's been lots of speculation, but the real story is probably much simpler. As
the linked National Post story
<http://www.nationalpost.com/story.html?id=597081> says, "[b]ecause the
detached feet are encased in synthetic footwear, they can float in water and can
remain more or less intact; other human remains have less chance of being washed
ashore, although forensic experts say that is not uncommon." Later the article
mentions a plane crash: it's more than possible that the feet come from unrelated
boating accidents.
The fact that the latest foot appears to have been sawn off does make a
difference. Because of the media attention to this case it may very well be a
copycat situation.
