the delay in telling of missing explosive to the other side was caused by:
1) dog handler, who delayed report of missing explosive by one day
2) his boss, who repeated searching for the explosive for a few days 
before reporting it

irish police, when notified about explosive, didn't talked to that man 
first. they did home search instead and thought of the man as holder of 
banned weapon (because he didn't returned explosive to the police). 
needles to say he didn't noticed the explosive until police showed it to 
him.
